SI is a professional services firm and government contractor in the investigations, intelligence, and cyber sectors, based in the Washington DC metropolitan area, operating business units SPECINV – Special Investigations, SI Cyber, and SI Training worldwide.
SI is a federal government prime contractor serving commercial and government clients. The corporation began operations in 2014 as Special Investigations Limited Company, the first investigative firm formed out of the securities and financial services industries.

The corporation has offices in Herndon and Reston, Virginia, in Chevy Chase, Maryland, in the District of Columbia, and in Martinsburg, West Virginia. SI’s investigations and engagements are global in scope and geography.
SI serves clients in a broad range of industries and sectors including government, financial services, wealth management, health care, insurance, law, transportation, construction, information technology, not-for-profit, and professional services.
SPECINV – Special Investigations has deep experience in fraud, financial forensics, corruption, global anti-money laundering operations, sexual misconduct in the workplace, and the employment of skills and methodologies of the Intelligence Community.
SI Cyber, the SI business unit addressing cybersecurity needs of the federal government, state and local government, and corporations, takes a distinctly different approach to cyberadvisory engagements—deploying proprietary methods of investigations alongside innovative customized solutions.
SI Training is licensed as an investigator Training School—an Academy—one of the select firms to which the Commonwealth of Virginia has granted the responsibility to train apprentice investigators on authority of the Department of Criminal Justice Services; to grant the initial registration of new investigators; to conduct in-service continuing professional education (CPE); to recertify investigators for their required biennial qualifications, in-person and online; to grant and renew the “firearms endorsement” by which investigators and private security personnel may be lawfully armed on duty; and to requalify annually those registrants who are firearms-carrying professionals. SI Training conducts anti-fraud and anti-money laundering education programs in association with its affiliated professional associations and in university-level undergraduate and graduate courses.
SI acquired Enterprise Applications, Inc. in 2017 to provide a comprehensive range of business process optimization solutions for government agencies and commercial clients.
SI is headed by an experienced executive who is a retired senior naval officer and was an international corporate chair. There are two SI equity partner executives, each with major corporate and government contracting experience. The SI CEO and Managing Director are full-time operating executives. The company’s Advisory Board has five C-level executives, all military officer veterans, and all of whom have major corporate, financial, capital foundation, entrepreneurial, service sector, and federal GOVCON experience.

SI was first federally certified as a Service-Disabled Veteran-Owned Small Business (SDVOSB) within the meaning of 38 C.F.R. § 74.1 by the Department of Veterans Affairs (VA) Center for Verification and Evaluation (CVE). SI has been continuously certified as an SDVOSB by the US government since September 28, 2017. When the National Defense Authorization Act for Fiscal Year 2021 (NDAA 2021) transferred SDVOSB certification from the VA to the Small Business Administration (SBA), SI was SDVOSB certified by the SBA Veteran Small Business Certification Program (VetCert). The company’s most recent federal SDVOSB recertification was by the SBA on February 24, 2026. SI is listed in the federal database of SDVOSB government contractors with certification expiration date of April 15, 2029.
SI has been continuously state certified since 2017 as a Small, Disabled Veteran Owned Business meeting all requirements set forth under the Code of Virginia §§ 2.2-16.1 et seq. and the Virginia Administrative Code 7 VAC 13-20 et seq., by the Commonwealth of Virginia Department of Small Business and Supplier Diversity (DSBSD) Small, Women-Owned, and Minority Owned Business (SWaM) certification program. The company’s SWaM status certification number is 725245, recertified on January 14, 2026 with expiration date of January 14, 2031.
Michael Pocalyko is the majority equity member of SI upon whose service-disabled veteran status the SDVOSB certifications of the company are based.

The Governor of Virginia has certified SI as a V3 Company in the Virginia Values Veterans Program for commitment to recruiting, hiring, training, and retaining veterans and serving members of the National Guard and Reserve. V3 certification means that SI has demonstrated a commitment in the public trust to hire veterans. V3 is an official Commonwealth of Virginia program authorized by Code of Virginia § 2.2-2001.2, organized by the Directorate of Veterans Education, Training, and Employment (VETE) within the Virginia Department of Veterans Services (DVS), an agency of the Commonwealth Secretary of Veterans and Defense Affairs. SI’s V3 certification was issued by the Governor on May 1, 2021.
SI is a Better Business Bureau Accredited Business with a BBB A+ rating. The BBB Accreditation Seal demonstrates the company’s “commitment to integrity, ethical business practices, and customer service.” The BBB A+ rating is the highest possible score that a business can receive from the Better Business Bureau, indicating that SI is trustworthy, transparent, and has a strong positive track record of client service. To achieve the A+ rating, a business must meet the BBB’s accreditation standards including a commitment to honesty, honoring promises, being responsive to issues, and maintaining transparency.
In 2024 the U.S. Chamber of Commerce named SI to the inaugural class of the CO—100, the “100 best and brightest small and mid-sized businesses across America.”

SI is a regulated business entity providing private security services and investigative services licensed by the Commonwealth of Virginia Department of Criminal Justice Services, VA DCJS 11-8775.
SI is licensed by DCJS to provide entry-level qualification (02E) and biennial in-service instruction (02I) in person and online to private investigators, and firearms endorsement qualification and requalification (07E and 07R) to private security services registrants, with training school license VA DCJS 88-10529.

Kenneth Brier is Partner of Castle Drawbridge and President of Mountbatten Holdings. For 21 years he was Chairman and President of First Sealord Surety and its successor corporations, taking the company public on the NASDAQ and later merging with the Zurich Group of Companies. He has been a real estate developer, college and university Trustee, and served in the Office of the Secretary of Defense. A retired Army colonel and combat veteran, he commanded a battalion in the Persian Gulf War. He is a graduate of Ohio University and the Army War College who earned his MBA at Southern Methodist University and his MPA at the Harvard Kennedy School.
James Franklin is CFO of KordUSA, Inc. and Principal of Prodigy Capital Consulting Group. He is an entrepreneurial financier and accomplished corporate strategist with broad experience in senior executive- and board-level advisory services, from venture-backed start-ups to Fortune Global 50 international companies. He has been CFO of five development-stage technology corporations. A retired Air Force lieutenant colonel, fighter pilot, and test pilot, he is a veteran of air combat in the Persian Gulf War and holds a BS degree from Mississippi State and an MA degree from the University of Alabama, with executive education from MIT.
David Jones is an experienced financial services and GOVCON executive, most recently the Navy Federal Credit Union Regional Manager for the military branches in the Mid-Atlantic, Northeast and Europe. He was CEO of The Spectrum Group, Operations Manager for Citi’s Manhattan Division, their largest retail banking unit, and led the operational integration for Citi’s acquisition of First American Bank in Texas. A retired Navy Captain, he commanded a nuclear attack submarine and a submarine squadron, and was a military fellow at the Council on Foreign Relations. He has a BS from the Naval Academy and a PhD in international relations from the Fletcher School of Law and Diplomacy at Tufts University.
Kevin Sheehan is Managing General Partner of Multiplier Capital, previously serving as President and CEO of ORIX Venture Finance. While he manages Multiplier Capital overall, he also has special responsibilities for defense technology and cybersecurity investments at the firm, and formerly served as an Advisor to the US Army Venture Capital Initiative. He was a State Department special assistant, an attorney at Wachtel Lipton, International Affairs Fellow of the Council on Foreign Relations, and an Army infantry commander and staff officer in Germany. He is a West Point graduate who earned his PhD degree in political science from Harvard and his JD at Columbia as a Harlan Fiske Stone Scholar.
Mark Young is founder and CEO of Credibility, LLC, formerly Senior Vice President of IronNet Cybersecurity and President and General Counsel of Ronin Analytics. He was executive director and technical advisor to the Director of the National Security Agency, Special Counsel for Defense Intelligence to the House and Senate Armed Services Committees, and is a member of the board of the Norwich University Advanced Research Institute. A carrier-based Navy E-2C pilot and senior staff officer at the NSA, he graduated from Norwich University then earned his MS degree in Strategic Intelligence at the National Intelligence University and his law degree at the University of Maryland.
